any ideas would be great!!

at start itll go to 2000 and stay for around 3 to 4 seconds and slowly idle down, same thing when shifting when clutch goes in idle goes up and slowly idles down?? any ideas?

Is your system showing any codes, or is the SES light illuminated ???

I am having the same problem and I failed my emissions test. No check engine light on either.
