Sounds like the engine massively overheated, shorting the ECTS in the process and putting the fan into failsafe mode. The driver did not stop driving after the coolant ran out, the engine became way hot and seized.
Per Andy, can you rotate the engine by hand at the crank? Pull the plugs first.
