get some starting fluid ,shoot some into the air intake (unclamp the air filter housing and shoot it in there)if it runs on the starting fluid then you have a fuel delivery issue.

actually you're hearing the fuel pump relay enable to allow the fuel pump to build up pressure prior to start up. Then you hear it disenable (not a word but I don't care). Technically the relay can be just fine but if your fuel pump is dead/shorted it ain't gonna matter....so just hearing the relay action alone does not mean the fuel pump itself is "good" (I don't believe)

Actually, I hear the fuel pump growling as it makes pumping noises. I really can not hear the relay change state, Unless the relay is capable of making growling noises.

the noise I'm talking about is in clicking in the direction of the instr panel junc block where the fuel pump relay resides.

I've never heard any growling from the fuel tank area. In fact I'm surprised you could hear the pump through the floor of the car. Especially at your age Unc

New tires, new brakes, new shocks should take care of everything. If not buy some LED tail lights. It's sure to start then.
