Default Saturn SC1 2002 - OBD not working

2002 Saturn SC1 - 106000 miles. Service Engine Soon light is on. I have taken the car to multiple places (autozone, advance auto) they cannot read the computer codes. They stated their is no power to the OBD-II plug. They first guess was a bad fuse. I have tried the Body fuse and the aux power (lighter) fuse. Can someone point me to the right fuse?? Or what could be the problem with no power to the plug??

Well, pin 16 is the battery voltage pin, and most good OBD-II machines have an auxiliary cable to connect directly to the battery in cases like this.

A quick check of my service information for a 2002 Saturn does not indicate a wiring diagram that is complete enough to answer your question. It might pay to purchase something like a Chilton or Mitches service manual for your car, generally around $25.00 or so to get something with a wireing diagram in it.
