Lightbulb Electrical problem in MAP sensor?

I replaced the MAP sensor on my '06 Ion 2 with 2.2 ecotec engine. Still getting an OBD II codes for System Lean Bank 1 & MAP sensor. MAP sensor input voltage on green wire is 4.61. At 5 inches vacuum, drops to 3.60. At 10 inches, drops to 2.70. At 15 inches, drops to 1.80 & drops to 0.95 @ 20" vacuum. Seems right % drop at each step, but is the input voltage too low - read it should be 5 VDC. Any help would be appreciated.
