Update on blower motor. I checked everything to include, fuses, relays, resistor, and blower motor. I didn't need to check the resistor as derf mention before the 4th speed is on it's own circuit, bypasses the resistor, and feeds directly off the battery. But I was feely frisky and I did forget how HOT the resistor coils get.

I think the problem with the 4th speed being slower than normal is a blower motor issue as everything else has checked good. I'll probably wait till the blower motor dies to replace it because 1, 2, and 3 speeds work just fine.
