’98 SL2 Delay reverse/ stuck gear

I have a '98 Saturn SL2 and it has an automatic transmission. Every time I put it in reverse, there is a 3-5 second delay until the gear engages. It's worse when I'm on a steep hill; I have to pedal the gas in order to engage. Also, sometimes, when I get on the freeway, the car gets stuck on low gear, reving up my RPM to almost red. It doesnt seem to shift to higher gear. I usually pull over, turn off the engine, and turn it back up hoping it engages. This happens occasionally. I checked my transmission fluid and it seems to be OK. Anyone have any ideas and suggestions?
